Noa Shamir is a founding partner at the firm and heads the Infrastructure and Transportation department.
Noa supports and manages complex infrastructure projects, with extensive experience in the transportation sector.
One of Noa’s significant projects has been with the Jerusalem Transportation Master Plan Team, the body promoting the Light Rail project and other transportation initiatives in the Jerusalem metropolitan area on behalf of the state and the Jerusalem Municipality.
Noa possesses unique knowledge and experience in accompanying projects on behalf of the public sector, including government and municipal entities that must adhere to legal tender requirements.
Noa accompanies the firm’s clients throughout all stages of a project: starting from the concept, through planning and drafting agreements and tenders, representation before committees (including tender, personnel and finance committees, and management forums) and various review bodies (internal audit, municipal audit, and the state comptroller), and through to execution of the tender, handling ongoing legal issues, formulating internal procedures and more.
Throughout her career, Noa has worked with senior officeholders in the Ministry of Transport, Ministry of Finance, various municipalities, and heads of different committees.
In addition to her expertise in the field of infrastructure and transportation, Noa also serves as a qualified mediator and is involved in commercial mediation issues, including personal status matters.
